Secret Santa is the worst gift exchange format ever invented. You're spending a capped amount on someone you may barely know, and the goal is to not embarrass yourself in front of a group. Here's what works at $15 or less — stuff people will actually keep, not regift.
Universal Hits Under $15
A pack of nice socks. Not boring white ones — get a pack of good wool socks or a pack of patterned socks from Bombas or Happy Socks. You can get 2-3 pairs for $15. Everyone uses socks.
A nice candle from P.F. Candle Co. or Capri Blue. The small tins run $12-14 and they smell good. Skip the Target brand "fall spice" candles — they're forgettable.
A good lip balm set. Burt's Bees or Laneige. The Laneipe lip sleeping mask mini is around $14 and is actually nice.

Don't get bath and body sets. Don't get a mug with a slogan on it. Don't get a "funny" gift that's just a joke. Don't get generic chocolate from the drugstore. Don't get anything alcohol-related unless you know them well.
The key at $15 is to get one good thing instead of a few mediocre things. A $14 candle beats a $14 basket of dollar-store items. Quality over quantity, always.
Wrap it nicely. A $12 gift in nice paper with a real tag beats a $20 gift in a plastic bag. Presentation matters in Secret Santa.
